Balancing Water Supply & Environmental Care
Mitigation is at the heart of the Carlsbad Desalination Plant’s approach to sustainable water supply. Every stage of planning, construction, and operation was guided by strategies to reduce and offset environmental impacts. More than 15 acres of coastal land have been preserved for public trails, fishing areas, and scenic viewpoints, creating long-term community benefits. The project has also invested in lagoon and wetland conservation, helping protect sensitive habitats that support marine and bird life. Screened intake systems and advanced reverse osmosis technology further reduce environmental impacts by protecting marine species and improving efficiency. Continuous monitoring programs ensure these commitments are upheld, with data-driven adjustments made as needed. By pairing water production with habitat preservation and conservation initiatives, the plant demonstrates how critical infrastructure can coexist with a healthy, thriving environment.
Otay River Estuary Restoration Project

The Otay River Estuary Restoration Project was a partnership between Channelside Water Resources LP and the U.S. Fish and Wildlife Service that restored and enhanced 125 acres of coastal wetlands within the South San Diego Bay National Wildlife Refuge.
Developed as part of Channelside’s Marine Life Mitigation Plan for the Carlsbad Desalination Plant, the project supported native fish, wildlife, and plant species while creating valuable habitat for migratory and salt marsh–dependent birds.
Key outcomes included:
- Restoring intertidal wetlands and salt marsh vegetation.
- Expanding foraging, nesting, and breeding areas for shorebirds and waterfowl.
- Protecting endangered and threatened species such as the light-footed Ridgeway’s rail, California least tern, and western snowy plover.
